MARK K. NEVILLE, JR., Esq. is the Principal of International Trade Counsellors. He has more than thirty years’ experience in international trade and customs affairs and in advising both US- and foreign-based clients on complex commercial transactions and on strategic matters of planning, compliance and enhanced efficiencies.

Starting as a trial attorney with the U.S. Department of Justice representing the Customs Service and the Treasury Department, his career includes a Tax Partnership at the international accounting firm KPMG, where he founded and ran the US trade and customs consulting practice for five years.

He spent six years on the corporate legal staff of CPC international (with a two-year assignment in Brussels), then a Fortune 100 company, in both industrial and consumer foods organizations, prior to CPC’s acquisition by Unilever. In Brussels, he was responsible for Europe, Africa and the Middle East and worked on customs and trade issues as well as on varied corporate transactional matters.

Mr. Neville holds law degrees from the University of San Francisco and NYU (LL.M., International Legal Studies) and history degrees from Fordham University and UCLA. He is also a licensed customhouse broker. Mr. Neville has served as an adjunct faculty member of the Walter A. Haas School of Business of the University of California and the Stern School of Business of NYU. He is a member of the Board of Advisors of the Journal of International Taxation, for whom he writes a monthly column on trade and customs issues and is widely published in other journals and law reviews as well. Mr. Neville is a member of the International Chamber of Commerce select working group on customs valuation and regularly represents the ICC at sessions of the World Customs Organization’s technical committee. Finally, for Thomson Reuters publishers he is the editor of International Trade Laws of the United States: Statutes and Strategies.



JEROME J. NEVILLE, Esq. is a customs attorney with high tech industry experience. Jay was the Customs Manager of a rapidly growing Fortune 500 multinational where he established customs policy for its global manufacturing and distribution network while successfully preparing for its CAT audit. He was also a customs program manager for the largest communications technology company in Silicon Valley. There, he was responsible for integrating the customs operations of acquired companies, monitoring broker performance, tracking assists attributed to imports, drafting a customs compliance manual, improving recordkeeping procedures and researching and maintaining a landed duty matrix for company products available in world markets. He also worked as a customs consultant for PriceWaterhouse Coopers in the San Jose office.

Jay served as a Lieutenant in the Judge Advocate General's Corps of the United States Navy, specializing in military courts martial and federal torts claim litigation. He holds degrees from Saint Mary's College and the University of San Francisco School of Law. He is licensed in California and Pennsylvania and enjoys US and EU dual citizenship.  



GERALD YOW spent 22 years with US Customs, the last 17 years as an auditor assigned to the Regulatory Audit Division. Jerry was responsible for auditing numerous importers and led several Compliance Assessment Team (CAT) audits. After retirement, he has served as a customs consultant with PriceWaterhouse Coopers, KPMG and ITC. Jerry is intimate with all details of the Focused Assessment audit program, including the review of internal controls and required supporting documentation sufficient for an audit trail from entry through foreign vendor payment. Jerry graduated with a BS in Accounting from San Jose State and thereafter worked in public accounting prior to entering government service.



MICHAEL DIMINICH is an international trade consultant specializing in antidumping duty consulting, import compliance assessments and export compliance reviews. Michael has evaluated import compliance efforts of clients and issued recommendations to improve import controls and compliance levels. He has performed Customs diagnostic reviews of client's import operations and procedures, developing recommendations to improve importer compliance and providing standards to ensure uniformity and accountability in Customs procedures.

During 15 years of consulting on antidumping issues, Michael has assisted clients in the preparation and submission of questionnaire responses, the development of strategies to minimize clients' anti-dumping duty liabilities, and has prepared and led the presentation of companies' data during Department of Commerce verifications. He has also advised clients on the development and implementation of internal controls to monitor and minimize potential antidumping duty liabilities.

Michael has assessed export procedures of clients and developed recommendations to ensure compliance with export regulations. He has developed export management systems for clients whose exports may be subject to controls of the Department of Commerce, Department of State and Department of Treasury. Clients have included international leaders in the defense, specialty chemical, pharmaceutical and high-tech industries. Michael has served as a manager in a Big Four Trade & Customs Practice and was also employed in the Office of Antidumping Compliance within the Department of Commerce where he was the case analyst responsible for the disposition of numerous antidumping duty cases.

Michael is a graduate of Cornell University (Bachelor of Science, Agricultural Economics, Business Management, 1985) and Boston University (Masters Degree, International Business Management, 1990). He holds a United States Customs Broker License.



MARK OHNSTAD is an international Product Compliance Engineering manager with over 16 years of professional experience covering Product Safety, Electromagnetic Compatibility, Radio Frequency, Energy Consumption/Efficiency, and Environmental regulations. Mark is an experienced professional in standards, certifications, and regulations controls for consumer electronic products.

Mark is well versed in Engineering development activities and has participated and sponsored design for Compliance reviews with all aspects of Engineering - Mechanical, Electrical, Firmware, Product Quality Assurance, Software. Mark’s Engineering background is well suited to understand all of the technical issues that arise from Product Compliance requirements as well as the sensitivities surrounding commercialization of products to keep schedules and costs to a minimum. He has built organizations as well as process controls to ensure that Compliance is at the front end of new designs to eliminate costly solutions at product launch. He is skilled in specifying purpose-built, pre-Compliance systems and test labs to ensure proper compliance to worldwide requirements in his areas of focus.

Mark has built systems and client bases to establish international approvals programs that have enabled successful launches of multi-continent products in rapid development environments. These systems and partnerships are focused on continual improvement which is critical to the changing landscape of Product Regulatory Compliance. Mark is a graduate of the University of Arizona (Bachelor of Science, Electrical Engineering, 1996) specializing in Communications and Electromagnetics.



NADEEM SHERIFF is an ITC professional based in Chennai, India. He has more than 15 years of expertise in logistics and trade compliance in various industry sectors such as electronics, manufacturing and solar power. Has worked with Logitech, SunEdison, Flextronics.

Nadeem Sheriff has expertise in coordinating with Indian Customs and such other regulatory bodies as STPI, MNRE, BIS India, DIETY and SEZ.

Nadeem Sheriff is well-versed in the finalization of SVB and securing refunds from Customs. He has experience in advance licensing, duty draw backs and export incentives. Importantly, he has professional contacts at all the major ports in India--Mumbai, Bangalore, Chennai, New Delhi and Mundra.
